Mikki Stier is a senior-level professional with over 35 years of progressive and diverse healthcare experience in state departments and local and regional hospitals. Mikki is a savvy and strategic leader with a history of maneuvering local and state governments and national networks to get things done. She is equally capable in dealing with a family in the emergency room as she is with lawmakers on the floor of the state senate. Adept at finding areas for efficiency improvements, rallying key stakeholder support for successful implementation strategies, and seeing the project through to completion, Mikki strikes the correct balance in advocating for the implementation of healthcare policy that delivers quality care that while being financially sound. Additionally, she has excellent oral and written communication skills.
Mikki was appointed to serve as Deputy Director of the Iowa Department of Human Services (DHS) on August 23, 2017 and has since assisted in overseeing the more than $6 billion umbrella agency programs administered and operated by the department. Her focus is on the function of Iowa Medicaid program, Mental Health and Disability Services, and Information Technology divisions at the agency. Mikki previously served as the Iowa Medicaid Director and on various internal and external boards and committees for the department.
Prior to her appointment as the Deputy Director, Mikki was Iowa Medicaid Director, managing the state’s $5.6 billion Medicaid program, and was responsible for providing day-to-day leadership and direction of the Iowa Medicaid Enterprise (IME). At that time, IME processed over 53 million medical claims per year, contracted with over 39,000 providers, and served over 650,000 Iowans. On April 1, 2016, Mikki lead the largest healthcare delivery transformation in the state of Iowa; as she oversaw the implementation of this initiative, Iowa Medicaid transitioned the vast majority of Medicaid members to the IA Health Link managed care program. Mikki also managed other initiatives, including the State Innovation Model (SIM) grant, implementation of the ACA, operation of the new Iowa Health and Wellness Plan, and the Governor’s Roundtable on Healthcare Transformation.
Prior to joining DHS, Mikki was the senior executive responsible for external relations at Broadlawns Medical Center. This role included building an external network of business leaders and legislators to support the hospital’s operations.
Mikki holds a master’s degree in health administration from the University of Colorado, and a Bachelor of Science in occupational therapy from Colorado State. Mikki is a Fellow in the American College of Healthcare Executives and serves on several local and national boards.
Additionally, Mikki has been awarded several national honors by the American College of Healthcare Executives, Safety Net Hospitals for Pharmaceutical Access, and the American Essential Hospital associations. She has also been recognized for serving on several community boards.
